Trying to use fax service – don’t understand what /at 1 does

Hello, I need to understand what exactly /at 1 does.
Interfax will do 1 first try and, if the line is busy, it will stop?
Or
Interfax will do 1 first try and, if the line is busy, it will do 1 retry?

/at represents the number of attempts, not retries. That is, /at 1 will make a single attempt to send a fax using our fax service with no retries.
